The Initiative's Beginnings
Like almost every county throughout Utah, Weber County is experiencing challenges with housing availability, type, access, and affordability. In 2020, Weber County applied and was awarded planning assistance through the “Transportation and Land Use Connection” program. TLC is a partnership between the Utah Transit Authority, the Utah Department of Transportation, Salt Lake County, and the Wasatch Front Regional Council (WFRC). Through TLC, Weber County asked the WFRC to facilitate the public process.
In Phase One, the Management Committee collaborated with community partners and stakeholders to produce a county-wide study analyzing the gap in affordable housing and the relationship between housing and access to opportunities, such as employment, daycare, and healthcare.
In Phase Two, the Management Committee work with staff and stakeholders to develop practical recommendations and plans for the county’s Western Weber unincorporated area. |

Address local and regional challenges related to housing affordability and access along the spectrum of households and communities throughout Weber County.

Initiative framework - hOUSING ATTAINABILITY
As many Utahns have experienced or witnessed, Utah's housing crisis means that housing has grown less attainable for people of all sorts, but especially for people with tighter budgets. This is because housing attainability requires that housing be both affordable and accessible. In other words, is there available housing where I need it to be, and is that housing affordable to me? If so, then housing is attainable. Those with larger budgets are less limited by the cost of housing and so are more likely to find suitable housing.
Housing attainability is at the center of this Initiative. It is effected by--and effects--many other factors, which makes planning for housing, and even talking about it, complicated. The word web below depicts the relationships among many factors related to housing attainability. It is intended as a shared framework for stakeholders to use throughout this planning initiative.
